As all children are so different size wise it is always best to measure first to determine the best fit for them. The following measurements are from the top of the shoulder strap to the leg holes.
Small (0-12 months): 14" long; easily stretches to 16"
Medium (1-2 years): 17" long; easily stretches to 19"
Large (3-4 years): 21" long; easily stretches to 24"
